The U.S. Army Communication Information Systems Activity-Pacific (USACISA-P) program provides critical information technology (IT) and Command, Control, Communications, Computers, and Intelligence (C4I) services to the United Nations Command, Combined Forces Command, and United States Forces Korea (UNC/CFC/USFK). It ensures secure, reliable network operations, enabling mission command capabilities for the commander and supporting Net-Centric Operations in the Korean theater.
GovCIO shall service and maintain all IT and network services across the coalition network, CENTRIXS-K (CX-K). Our support encompasses front-line user support to resolve workstation, account access, messaging, and portal issues, as well as field support for on-site technical issues such as network outages, hardware failures, and VTC disruptions. Our trainers reduce preventable issues by educating users on basic IT tasks, while system and network administration ensure compliance, reliability, and performance of servers, transport layers, and connectivity across multiple sites. We provide unified communications support to enable seamless voice, video, and collaboration tools for senior leaders and mission-critical operations. Our cybersecurity services safeguard the network against vulnerabilities and intrusions, while configuration management ensures stability and proper integration of system changes. Program management services oversee contract execution, resource alignment, and reporting to maintain efficiency and readiness across the theater.
GovCIO will deliver comprehensive services for a robust infrastructure, including support for CX-K systems and servers with virtualization technologies to optimize performance and resource utilization. The scope of work encompasses IT support for two annual Major Exercises, typically conducted in March and August, which are vital to operational readiness. These exercises span across eight remote sites and serve approximately 12,000 to 18,000 users, ensuring seamless communication, virtualized system functionality, and mission success during high-demand periods.
Billy has over 30 years of experience supporting U.S. military (DoD/DoW) programs and operations, including 18 years in South Korea supporting USFK missions and IT infrastructure. He has managed and delivered large, complex C4I programs supporting both the U.S. and its allies, including the $12B Yongsan Relocation Program/Land Partnership Program (YRP/LPP) and the $1.5B DC2020 Program supporting the Israeli Defense Forces (IDF). He is a PMP-certified professional and also attained numerous technical certifications, including CISSP, CCNP, CCDP, and CCVP.
John serves as a Director of Operations within the Special Services Group (SSG) with a focus on government technology solutions, digital services, and IT modernization. He is a PMP-certified professional with more than 20 years of management experience. John has extensive experience managing multiple OCONUS programs worldwide for our DoD/DoW customers.
Tammy is a professional, cleared recruiting leader focused on result-oriented staffing for positions requiring security clearances, particularly in national security and defense environments. Her role involves talent acquisition for CONUS (Continental United States) and OCONUS (Outside Continental United States) opportunities, including IT field services, hybrid/remote roles, and other cleared positions. She has 10 years of experience supporting technical recruiting, screening, and management for federal government contractors and contracts.
Andre serves as the Senior Vice President of the Specialized Services Group (SSG). In this executive leadership role, he oversees specialized services, focusing on IT modernization, process optimization, and mission-critical support for agencies like USSOCOM and other DoD/DoW customers. He has been with GovCIO for over 13 years, starting as a Senior Project Manager and advancing to Director, Vice President, and now Senior Vice President. Andre’s career includes extensive military service and technical expertise in defense environments. He retired from the U.S. Navy after more than 22 years, achieving the rank of Submarine Command Master Chief, where he led teams in maintaining and upgrading mission-critical systems for navigation, communications, LAN, and control aboard submarines.
