Overview
GovCIO is hiring an experienced Branding/Marketing subject matter expert to refresh the brand identity, differentiate a Department of Veterans Affairs (VA) Data Modernization initiative from competitors, as well as ensure unified messaging. This position is fully remote, located in the United States.
Responsibilities
- Serve as a key member of the Data Modernization team with primary responsibilities that include executive communications as well as support for internal communications.
- Provide strategic thinking, outstanding organization and planning, and a strong ability to collaborate and communicate with cross-functional teams and stakeholders.
- Monitor trends and best practices in internal communications to improve strategies.
- Translate complex technical concepts (data governance, analytics, platform capabilities) into clear, audience‑appropriate messaging.
- Develop presentations, briefs, narratives, marketing collateral, platform overviews, and stakeholder engagement decks.
- Partner with cross‑functional teams (product, engineering, PMO, change management) to ensure consistent positioning and alignment with program goals.
- Assess audience needs, synthesize requirements, and produce targeted messaging to drive adoption and stakeholder buy‑in.
- Provide strategic thinking, outstanding organization and planning, and a strong ability to collaborate and communicate with cross-functional teams and stakeholders.
- Ensure smooth execution of executive engagements with relevant customers/partners.
- Develop strong internal relationships to support communications, stakeholder engagement, and program priorities.
- Gather, analyze, and report data on marketing and communication campaigns.
- Use insights from data analysis to adjust strategies and improve outcomes.
- Innovate and implement new communication tools and techniques.
- Continuously improve communication processes and strategies.
Qualifications
Required Skills and Experience:
- Bachelor's in business administration, Business Management, Computer Science, Information Systems, Journalism, Marketing, Communications, or related fields plus 12 years of experience.
- Experience developing go‑to‑market strategies, value propositions, and messaging frameworks for data products or enterprise platforms.
- Proven skill in designing and executing multi‑channel communication plans (internal/external comms, stakeholder updates, campaign messaging).
- Experience supporting large‑scale transformation efforts, including change management messaging, communication sequencing, and stakeholder mapping.
- Exceptional writing, editing, and presentation skills with the ability to meet tight deadlines, organize complex information, and support leadership communications.
- Strong verbal communication and organizational skills.
- Ability to work independently and in a remote team setting.
- Analytical skills to assess communication processes and campaigns.
- Project management skills to handle multiple projects and meet deadlines.
- Interpersonal skills to build strong relationships with team members, stakeholders, and partners.
- Presentation skills for delivering polished presentations to diverse audiences, including senior executives.
- Proficiency with content management systems, event management software, Microsoft Office Suite, Canva, video editing/creation programs, MS SharePoint, and various communication platforms.
- Understanding of social media strategies and digital marketing tools.
Preferred Skills and Experience:
- Deep expertise in federal/VA-focused marketing, including familiarity with VA OIT, data platforms, and government program communication norms.
- Familiarity with federal acquisition language, LOE documentation, strategic plans, and communication best practices for government stakeholders.
- Experience with Veterans Affairs or other government agencies.
- PMP, Scrum Master, and/or other Agile/SAFe certifications.
- Strategic Communication Management Professional (SCMP)
- Certified Public Relations Counselor (CPRC)
- Digital Marketing Professional Certification

- Ability to obtain and maintain a suitability/Public Trust

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $175,000 - $195,000 Annually
