Overview
Responsibilities
Develop a deep understanding of the VA IT architecture, business operations, and ongoing modernization initiatives. Cultivate trusted advisory relationships with Product Line Technical leaders, providing strategic guidance and technical expertise. Design and refine technology roadmaps and strategies that align with broader organizational objectives. Advocate for, and support, the Intake process for new initiatives and change requests, ensuring alignment with business needs. Analyze and interpret technology directives, policies, and memos from senior leadership, providing actionable recommendations for implementation. Present and defend technical perspectives with clarity, diplomacy, and confidence in both individual and team discussions. Continuously document and report on value delivery across IT initiatives to demonstrate impact and drive informed decision-making.
Qualifications
Bachelor’s degree in computer science, Information Systems, Information Resource Management, Industrial Engineering, Operations Research, or a related field. Equivalent professional experience may substitute for a degree. 15+ years of experience in technical management within complex IT organizations, spanning small-scale projects to enterprise-level initiatives. Exceptional written, verbal, and visual communication skills, tailored to diverse audiences and stakeholder groups. 10+ years of demonstrated experience in technical leadership, systems architecture, and solutions architecture. Advanced critical thinking and systems analysis abilities, supporting strategic decision-making. Strong time management skills, with the ability to navigate dynamic and fast-paced environments. Expertise in DevSecOps culture, methodologies, metrics, and tools, driving secure and efficient development processes. Proficiency in Visio, PowerPoint, and other visualization tools, enabling effective communication of complex concepts. Extensive experience in enterprise technology design and future-state architecture development. Ability to conduct in-depth research and analysis of current-state architectures, supporting feature-benefit evaluations. Proven track record of translating strategic recommendations into actionable implementation plans. Strong familiarity with Microsoft and collaborative tools, including Teams, SharePoint, and Jira, ensuring seamless communication and project execution.
Experience leading or supporting initiatives within the Veterans Affairs Office of Information Technology (OIT), Veterans Benefits Administration (VBA), and/or Veterans Health Administration (VHA). Advanced Jira expertise, optimizing workflow management and collaboration. Experience utilizing visual remote collaboration tools, enhancing stakeholder engagement and communication.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $145,000 - $175,000 Annually
