Overview
GovCIO is seeking an experienced Oracle Database Engineer to support the Department of Veterans Affairs (VA) Data Modernization initiative. This role focuses on providing support for database engineering of large-scale systems, major system elements, and interfacing systems that are part of a large complex network environment with geographically distributed components. The engineer will work with Azure services, Databricks, VHA Data Lake components, and Oracle GoldenGate to enable secure, real‑time data integration and replication between on‑premises systems and cloud platforms. This position is fully remote, located in the United States.
Responsibilities
- Supporting database design, implementation, information storage and retrieval, data flow, and analysis activities.
- Supporting the analysis and evaluation of system improvements, optimization, and/or maintenance efforts.
- Supporting the creation of long term and short-term requirements for database administration and design.
- Assisting in building databases, database parser software, and database loading software.
- Translating requirements and data into usable database schemas by creating or recreating ad hoc queries, scripts and macros, making updates to existing queries, and creating new queries to manipulate data into a master file.
- Assisting in the creation of database structures that fit into the overall architecture of the system.
- Creating database structures that fit into the overall architecture of the system under development.
- Design, deploy, and maintain Oracle GoldenGate replication pipelines to support real-time data ingestion, synchronization, and streaming between VA on‑premises databases and cloud environments.
- Ensure GoldenGate deployments maintain near-zero latency, secure transport, and zero‑downtime data movement for mission-critical workloads.
Qualifications
Required Skills and Experience:
- Bachelor’s degree in Business Administration, Information Technology, or a related field. (or commensurate experience)
- 12+ years of experience in business analysis, project management, or a similar role.
- Strong analytical, problem-solving, and communication skills.
- Hands-on experience configuring, deploying, and managing Oracle GoldenGate, including Extract/Replicat processes, trail files, monitoring, and performance tuning.
- Proficiency with Azure Cloud services, especially identity management, storage, networking, and automation services.
- Experience administering Databricks workspaces, clusters, catalogs, and mount points.
- Strong understanding of data lake architectures, including Delta Lake or structured storage systems.
- Proficiency with IAM/RBAC, Service Principals, key vaults, secrets management, and secure access patterns.
- Demonstrated experience automating cloud infrastructure using Terraform, Bicep, ARM templates, Python, or PowerShell.
- Experience with enterprise data integration, ingestion, and synchronization patterns.
- Ability to troubleshoot cloud, replication, or data access issues across complex interconnected systems.
- Strong documentation skills, including SOPs, diagrams, and workflow mapping.
- Ability to work collaboratively across engineering, data governance, and security teams.
Preferred Skills and Experience:
- Microsoft Certified, Azure Fundamentals and CompTIA Security+ certifications.
- Experience supporting federal agencies, healthcare organizations, or regulated data environments.
- Experience with T-SQL, SQL Server, Teradata, IIS, Active Directory, BASH Subscription, Data Architecture, AWS, Terradata, Data Lake House, Snowflake, VPN, Python, Java, Parquet, JSON, and XML
- Knowledge of VHA/VBA data structures, data governance practices, or VA enterprise systems.
- Familiarity with DevOps and CI/CD pipelines for cloud infrastructure.
- Experience with user intake workflows and persona-based access provisioning.
- Background with large-scale data modernization or cloud migration initiatives.
- Ability to collaborate with cross-functional engineering and business teams.
- Strong documentation practices and experience building standard operating procedures.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $175,000 - $195,000 Annually
