Responsibilities

The Procurement Administrator III (Journeyman) is targeted to individuals who have 5-8 years of experience in the government subcontracting/procurement arena, considerable knowledge with the FAR/DFARs, has a bachelor’s degree, is self-motivating and capable of applying problem solving to a variety of complex issues, and works independently with general direction while following established guidelines and policies.   • Operates and communicates effectively in a team environment, collaborating and coordinating with all stakeholders.
  • Creates, negotiates, and ensures vendor Nondisclosure Agreement, Teaming Agreement and Organizational Conflict of Interest are filed as necessary.
  • Sources, negotiates, and purchases services, equipment and supplies to meet company requirements.
  • Monitors and selects suppliers based on past performance and other relevant evaluation factors.
  • Evaluates and determines appropriate contract vehicles, e.g., BPA, BOA, IDIQ, to fulfill company procurement requirements.
  • Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine best value consistent with quality, reliability, and ability to meet required schedules.
  • Analyzes information to keep apprised of updates on commercial practices, price trends, manufacturing processes and identifies opportunities to leverage material acquisitions.
  • Process Purchase Requisition to Purchase Order for authorized commitments in Deltek Costpoint.
  • Ability to perform within an approved CPSR environment, in accordance with company Procurement Processes and Procedures, while completing procurement file documentation, to include source documentation, Request for Proposal, negotiations, terms and conditions, Statement of Work, required flow down clauses and price analysis.
  • Process purchase order and procurement closeout activities per Company policy.
  • Implement procurement policies and procedures to ensure compliance with laws and regulations.
  • Tracks deliverables and follows up with vendors on delinquent deliveries.
  • Participates as required in preparation of request for proposals (RFP) and bid packages.
  • Aptitude to problem solve and develop technical solutions to complex problems which require ingenuity and creativity.
  • Other duties as assigned

Qualifications

  • Requires a Bachelor’s degree in a related field with 5-8 years of prior relevant experience or Masters with 4+ years of prior relevant experience. Additional years of relevant experience will be accepted in lieu of degree.

Required Skills and Experience

  • Experience complying with Contractor Purchasing System Reviews (CPSRs) policies and procedures.
  • Experience in procuring materials and goods with particular emphasis on negotiation, purchase order administration, and contractor/vendor performance management.
  • Strong knowledge of federal procurements as well as a strong grasp of negotiation techniques.
  • Strong business acumen.
  • Multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment.
  • Strong analytical and problem-solving skills.
  • Working knowledge of the FAR and DFARS.
  • Demonstrated ability to develop effective relationships internally and externally.
  • Strong communication skills, both written and verbal.

Preferred Skills and Experience

  • Experience with Deltek CostPoint ERP preferred.

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$70,000-$85,000K
