Overview
GovCIO is currently hiring for a Program Manager. The Program Manager will direct all phases of programs from inception through completion. This position will be located in San Antonio, TX.
Responsibilities
- Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
- Participates in the negotiation of contract and contract changes.
- Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
- Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Develops new business or expands the product line with the customer.
- Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
- Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Qualifications
- Bachelor's with 8-12 years (or commensurate experience)
- Developing program for critical major component, or production or logistics program for large custom subsystem or small total system. Requires developing and coordinating new program plans or delivery methods with little precedence for coordination across distinctive products.
- Program serves multiple customers and requires developing and coordinating program requirements with several subcontractors across distinct product lines.
- Program is contained at one primary domestic geographic location and has one or more remote domestic or global sites. Multiple business functions are represented by the employees directly assigned to the program.
- New technologies requiring coordination of specifications across program requirements. Develops solutions to complex problems that require the regular use of ingenuity and creativity.
- Significant future growth represented in several discrete developing products or components that include derivative technologies (exclude follow-on business). Long range forecast is projected to continue for seven or more years.
- Clearance Required: Must be able to obtain a Public TrustAOC

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Pay range: $145,000 - $250,000 Annually
