Job Overview


GovCIO is seeking a candidate for the position of Program Manager to support the Department of Veterans Affairs (VA) Health Services Portfolio PMO. The Program Manager will be a hands-on leader and Deputy to the Community Care Product line Sr Program Manager and will be responsible for day-to-day oversight of multiple projects as well as participation in the development and implementation of the overall Product Line strategy. Strong experience in managing resources is important. The environment is dynamic and client needs are often evolving.  As such, thought leadership, problem solving, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is important.  Additionally, flexibility and forward-thinking views are important for success.




The candidate will lead in these areas: Portfolio Management, Product Line Management, and Product (i.e., project) Team Management.  

Portfolio Management – As Deputy, the candidate will support the Sr Program Manager with the following activities.

  • Support day-to-day GovCIO Portfolio operations including setting the GovCIO general direction, Portfolio-level reporting, and responding to data calls.
  • Work with the GovCIO Leadership team to determine and execute strategic initiatives on behalf of HSP and internally for the GovCIO Portfolio team, either collectively or as directly assigned to the candidate.
  • Provide career development support and administrative oversight to assigned staff including ongoing feedback, mentoring, and annual assessment reviews.

Product Line Management – As the GovCIO Product Line Deputy, the candidate will support the Product Line with the following activities.

  • Support Leadership with managing the Product Line including, but not limited to developing, and executing Product Line Management strategies, developing briefings to senior VA and OIT leadership, supporting data calls, supporting recurring reporting activities, facilitating recurring meetings, and performing research.
  • Support meeting OIT’s Product Line Maturity initiatives including working with HELM teams to enable DevSecOps tools and techniques.
  • Support Product realignment and intake activities.
  • Work with Product Line Management Team and VHA business and product owners to solve business problems.

Product Team Management – The candidate will oversee the GovCIO Product Line Support team with the following activities.

  • Support the GovCIO staff in executing daily tasks by advising and clearing obstacles.
  • Meet with VA counterparts to understand their specific needs and obtain feedback on GovCIO’s performance.
  • Work with VA counterparts to forecast upcoming Product resource needs and proactively planning for, and executing, on appropriate staffing actions and shifts in Product work directions.
  • Work with the GovCIO project team to ensure execution of daily tasks at a high-quality level, maintain morale, clear obstacles, advise on task execution, and provide hands-on task execution support as needed.



Required Skills and Experience

  • Education Requirements: Master’s degree or Bachelor’s degree in Engineering, Computer Science, Systems, Business, or related scientific /technical discipline.
  • Years of Experience Required: 15+ (10 years can be substituted for Master’s or Bachelor’s degree).
  • Ability to work independently with minimal guidance and supervision.
  • Experience working and managing large teams in remote environments.
  • VA experience, specifically if the experience is within OIT and the Health Services Portfolio.
  • Strong analytical and investigative skills for crafting solutions to challenging problems or issues.
  • Awareness of and sensitivity to clients’ political realities
  • Ability to extrapolate and communicate a client’s main challenges and pain points and the ability to craft strong solutions and make recommendations.
  • Experience managing in Agile, Scaled Agile, Lean Portfolio Management and DevSecOps environments.
  • Experience developing and using metrics to drive business decisions.
  • Demonstrated and current experience managing programs with complex data processing requirements.
  • Experience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices.
  • Experience with developing requisitions, interviewing, staffing, and overall resource management.
  • Experience with program control, including the development of controls used to manage performance, including cost, schedule, and staff management as well as the WBS elements to report out the status, progress, and accomplishments.
  • Must have experience with diverse IT projects, both large and small.
  • Must be able to manage a portfolio of projects.
  • Must be able to identify and mitigate risks to the program.
  • Must be able to manage to cost, schedule and performance.
  • Must be able to multi-task to serve as both manager and participant in projects.
  • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations.

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$135,000 - $150,000
