Overview

GovCIO is currently hiring for a RSNF Education and Training Advisor to provide strategic advisory support in education and training, aligning learning strategies with operational objectives. This position will be located in Riyadh, KSA and will be an onsite position.

Responsibilities

Core responsibilities include developing policies, frameworks, and governance models, and evaluating training effectiveness.

Develop and enhance education and training policies, procedures, and governance frameworks aligned with organizational objectives.

Establish performance indicators and evaluation frameworks to measure training outcomes and drive continuous improvement.

Provide strategic advisory support on education, training development, workforce capabilities, and future competency needs.

Develop education and training strategies, implementation plans, initiatives, and improvement programs.

Conduct training needs assessments, competency gap analyses, and workforce development studies.

Design, review, and evaluate training programs, curricula, learning pathways, and development frameworks.

Develop competency models, career pathways, and qualification standards to enhance workforce readiness.

Measure training effectiveness through data analysis, feedback, performance results, and impact evaluation.

Prepare executive reports, analytical studies, recommendations, and performance dashboards for leadership.

Support quality assurance, accreditation processes, and compliance with education and training standards.

Improve training processes, methodologies, and operating models to enhance efficiency and effectiveness.

Lead strategic education and training initiatives, transformation projects, and organizational development programs.

Build partnerships with educational institutions, training providers, and key stakeholders.

Integrate modern learning approaches, digital solutions, and AI applications into training practices.

Promote knowledge management, best practices, and continuous improvement across training functions.

Comprehensive knowledge of education and training strategies, policy development, governance frameworks, and performance management.

Experience in training needs analysis, curriculum development, accreditation, quality assurance, and evaluation of training effectiveness.

Ability to conduct research, analyze complex information, develop strategic recommendations, and support executive decision-making.

Strong knowledge of modern learning technologies, digital transformation, and continuous improvement methodologies.

Qualifications

Bachelor's with 0 - 2 years (or commensurate experience)

Shall be a Saudi national

Shall have professional knowledge of RSNF management theories, policies, principles, procedures, and techniques.

Preferred Skills and Experience

Master’s degree with 4–6 years of experience or Doctorate with 2 years of experience in education, training, human capital development, organizational development, or related fields

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Pay range: $46,770 - $60,800 Annually
