GovCIO is looking for a Business Analyst with experience in managing team backlog and improving team quality.  Business Analysts are a key role and experience is desired in requirements elicitation and analysis, agile story writing, team level backlog management, decomposition, and story mapping.  We are looking for a highly motivated individual with high self-learning skills, a solid team player with the ability to act independently. Candidates must have excellent writing and verbal skills.

With a focus on requirements and quality, you will collaborate with stakeholders, developers, and designers to provide the best value to our customers. You will internally help improve requirements analysis and story writing practices for the entire team. GovCIO aims to transform government IT by delivering the technology-related innovation necessary to improve governmental operations every day. Backlog management, grooming, and prioritizing is part of that plan.

  • Understand and coordinate a product backlog, releases of the system, and all its dependencies
  • Lead the transition of software features into technical requirements, such as features, epics, and stories
  • Work with and serve as liaison between management and business units within the department, external stakeholders, developers, QA analysts, and scrum master to identify and analyze opportunities for improving processes and business systems.
  • Conduct research, analyze, and document system requirements and business rules, and create user stories
  • Identify, communicate, and decompose business requirements into small, estimated, functional, user stories that fit within a single iteration.
  • Prioritize sequence stories to maximize business value delivered while maintaining a sustainable pace for the team
  • Accept user stories as done throughout the iteration with multiple define-build-test cycles.
  • Work with Product Management Team to ensure vision, goals, and objectives are established and achieved.
  • Make critical decisions regarding functionality and priority for the team with a focus on delivering value.
  • Provide client support during UAT, if requested.
  • Validate data within relational databases using SQL queries.
  • Teach, learn, and perform in a high energy, agile environment with dynamic job responsibilities and priorities.
  • Collaborate with multiple teams in troubleshooting complex technical or non-technical issues.


  • 8 or more years overall Product Owner/BA experience.
  • Bachelor’s Degree in Computer Science, Information Systems, Engineering, Mathematics, Science, Technology, and related fields. On a case-by-case basis, work experience may be considered in lieu of a STEM degree for highly qualified candidates.

  • Must reside and work within the U.S.
  • Hands-on experience with:
  • Requirements analysis
  • Agile estimation and planning
  • Requirements Management tools
  • Refining user stories
  • Wireframing tools
  • Solid understanding of BA involvement in:
    • Business requirements and functional specifications
    • Experience writing user stories with clearly defined acceptance criteria
    • Ability to maintain good external customer relations
    • Ability to perform application quality assurance testing
    • Ability to groom a backlog
    • Experience with refinement, story splitting, estimation, velocity, retrospectives, and other scrum techniques
  • Must be strong in the following areas:
    • Written communication and documentation.
    • Verbal communication and collaboration.
    • Interpersonal skills such as active listening, constructive feedback, teamwork, building relationship and trust with both teammates and the customer.
    • Critical thinking, problem-solving, and creative solutioning

Compensation Range (In compliance with Colorado's Equal Pay for Equal Work Act for remote or positions located in CO)

$125,000 - $135,000
