The Mission Behind the Work

Of all the programs GovCIO supports across the federal enterprise, few carry the weight of this one. The Fixed Submarine Broadcast System is the shore-based network that keeps the nation’s submarine force connected to the National Command Authority — always on, no exceptions, no room for failure.

Since the award of the FVLF/LF Engineering Services contract with NIWC Atlantic, GovCIO has delivered research, design, development, test and evaluation, software engineering, equipment and material support, logistical support, technical training, and site installation and activation across more than a dozen CONUS and OCONUS locations.

This is not a staff augmentation contract. It is a deep, integrated engineering partnership with the U.S. Navy — one built on trust, technical excellence, and a mission-first culture that NIWC Atlantic recognized when they awarded this work.
