USCG IPSS Background

The United States Coast Guard (USCG) relies on resilient, secure, and modernized Information Technology (IT) infrastructure to sustain global operations in support of its multi-mission mandate. The Coast Guard’s Force Design 2028 (FD28) initiative establishes a service-wide framework for transforming operational capabilities, including Command, Control, Communications, Computers, and Information Technology (C5I). FD28 directs modernization efforts that improve operational agility, cyber resilience, and readiness to support both steady-state operations and contingency requirements.

IPSS Objectives & Scope

The objective of IPSS is to deliver mission-ready, resilient, and modern IT infrastructure services that directly enable Coast Guard operational readiness and mission execution worldwide. The program will provide sustained, reliable, and secure services across all infrastructure domains while continuously improving performance, availability, and cyber resilience in alignment with Force Design 2028 (FD28) objectives.

Pamela J. Harman is a Senior Program Director at GovCIO, and currently leads the U.S. Coast Guard C5ISC IPSS Program supporting a wide range of services including enterprise IT modernization efforts and mission critical service delivery. Mrs. Harman is recognized for her collaborative leadership, disciplined execution, and unwavering commitment to enabling USCG and other agencies to meet their evolving mission needs.

Mr. Hall brings over 20 years’ experience in Business Development, Capture Management and Program Management. He is a Senior Business Development and Capture executive who understands today’s challenging Federal Sector and Intelligence environments and knows how to lead teams to meet revenue goals.

Principal Areas of Expertise Include: Mergers & Acquisition, Corporate Strategy, Organizational Leadership, Business Development, Strategic Capture Management, Opportunity Shaping, Pipeline Development & Management and Strategic Alliances.
