Current RSNF Programs

The US Government uses the Foreign Military Sales (FMS) program and other Security Cooperation processes to promote interoperability with coalition and partner nations by strengthening defense relationships, enhancing regional stability, and supporting mutual strategic interests. In collaboration with the Kingdom of Saudi Arabia (KSA), these programs have played a central role in modernizing and expanding the capabilities of the RSNF. The scope of work we perform is both US-based and in-Kingdom, providing a combination of training, advisory, technical, and program management services to meet current and future customer requirements across multiple RSNF modernization efforts.

GovCIO is currently executing the RSNF Educational Support Services contract with the Naval Education and Training Security Assistance Field Activity (NETSAFA) to provide critical training, education, engineering, and advisory services in support of the RSNF, including the Royal Saudi Marine Force (RSMF) and Royal Saudi Special Forces (RSSF). Our work directly supports the RSNF’s strategic objective to maintain its position as the leading naval force in the Middle East. This includes delivering time-sensitive, in-Kingdom training solutions, logistical coordination, and technical expertise that enhance operational readiness and mission effectiveness across all levels of the RSNF.

Additionally, GovCIO currently supports the Program Executive Office (PEO) C4I International Integration Program Office (PMW 740) through the delivery of comprehensive C4ISR training services for the RSNF. Under this ongoing FMS contract, we are responsible for curriculum development, training execution, and program management in support of upgraded and refurbished C4ISR systems across both CONUS and OCONUS locations. Our work includes delivering hands-on instruction to RSNF personnel, providing subject matter expertise, and supporting the Communications and IT Training Center at King Salman Royal Naval Support Base in Riyadh. Through this effort, we help ensure that RSNF personnel are fully prepared to operate, maintain, and manage their mission-critical C4ISR systems.

Future Work Objectives & Scope

The objective of this effort is to acquire program management, engineering, and logistics support services to fulfill in-KSA requirements for the upgrade and maintenance of Royal Saudi Naval Forces (RSNF) C4ISR systems.

Services include program management, operations and maintenance (O&M) engineering, integrated logistics support (ILS), and procurement of necessary equipment and materials. Work will take place across multiple RSNF sites, including Command Operation Centers (COCs), Transmit (XMIT) and Receive (REC) sites, Air Operation Centers (AOCs), the System Support Center (SSC), C4ISR Training Facility, C4I Lab at Al Kharj, RSNF ships, and Navy Communication Sites throughout Saudi Arabia.

GovCIO established Salient Arabia for Military Support, a wholly owned subsidiary based in Riyadh, to deliver comprehensive Foreign Military Sales (FMS) support services across Saudi Arabia. This investment has granted us a Commercial Registration to operate within the Kingdom, enabling us to offer a full suite of host nation services, including visa support, iqamas, housing, and vehicles, at a reduced price.
